Every employee has a customer to satisfy and a supplier whose cooperation is nessary. Train and retrain, yes, but don't limit that to 'work related' stuff; encourage self improvement by elevating people's minds. I love this one: some people seem to think that putting out a fire in a burning building is improving the building. It's not. That's putting out a fire!
